Abstract

Although (Flemish) education has a long tradition of collecting information, the full potential of the use of this information has only recently been recognized. As yet, however, little is known about how available evidence informs policy and practice in Flemish schools. This study provides insight into how school leaders and teachers use information for making policy and practice related decisions. It will describe the current practices and will provide evidence for the explanation and evaluation of current information-driven policy and practice. The conceptual approach of information brokerage is put central. To achieve the project goals several methodological techniques will be used: literature research, in-depth interviews and a survey study.

School, younsters, parents and neighbourhood: partners in the creation of an optimal school career. 01/01/2009 - 31/12/2012

Abstract

This project proposal is driven by seven central aims. (1) to give an overview of the educational situation of migrant youth in Flanders, especially in Antwerp, Ghent and Genk; (2) to give an overview of the school career of all pupils of the second grade of secondary education in the selected cities (Antwerp, Ghent and Genk); (3) to study the impact of the individual socio-psychological factors on the school career; (4) to study the impact of the proximal processes in the family, the school, the peer groups and the neighbourhood on the school career; (5) to study the impact of the distant processes in the broader socio-cultural, political and economic context on the school career; (6) to contribute to the development of a better informed and balanced educational policy; (7) to contribute to local capacity building in the concerned schools and organisations.

Right to Education of Undocumented Children. (UCARE) 01/11/2008 - 28/02/2010

Abstract

Despite multilevel attention for the right to education of undocumented children, field practitioners complain about the lack of knowledge on the educational situation of undocumented children and indicate that existing measures are not al-ways adequate. There are no reliable data on the number and characteristics of this group. Moreover, the few studies that have attempted to make estimations fail to inform us on group heterogeneity. As intra-group differences will have a direct impact on the barriers experienced by schools, children and parents, and on the conditions for implementing a more effective policy, it is vital to collect more detailed quantitative data. Further, despite the increasing number of field studies focusing on certain subgroups of undocumented migrants both abroad and in Belgian society, there are few available studies dealing specifically with the topic of educational processes. This project seeks to add on existing knowledge. Target population is restricted to elementary schools for reasons of feasibility and be-cause research shows the determinant effect of cumulated inequalities during primary schooling.

Abstract

The government attaches great importance to the participation of the different actors in education. There's a resounding demand to conceptualize participation as being integrated with the whole school-business. To evaluate her policy concerning participation, the Flemish government needs objective data-gathering which builds on this integrated view on participation. Moreover, there's a need for the development of an instrument that measures the participation of the different actors in education. A similarly instrument for measuring the participation of pupils is already developed. The goal of this research is to develop an instrument for measuring the participation of teachers and parents. This instrument will be integrated with the existing instrument on learners-participation.

The policymaking capacity of primary and secondary schools. 01/04/2004 - 30/11/2005

Abstract

The study analyses the policymaking capacity of elementary and secondary schools. The study examines the way schools manage the autonomy in their policy. The influence of the principals, the teachers, the middle management and the school administration will be analysed. The research focuses on networks between schools. The policymaking power and the networking between schools will be mapped out on basis of semi-structural interviews in 6 elementary and 6 secondary schools. Furthermore a survey will be administered to a representative sample of school leaders and teachers. Five networks will be analysed (interviews with experts). The results will be discussed in a panel-session.

Action research about the non-discrimination agreement for primary and secondary education in Antwerp 01/12/1998 - 30/06/1999

Abstract

The Local Integration Centres registered 83 complaints (23% in primary education and 58 % in secondary) about school who are not living up to the principles of the non-discrimination agreemant (54% refusals of registration ans 46 % discrimination behaviour, especially exclusion of school based on racial discrimination) during the period May 98 - April 99. However, the amount of grievances of similar situations will be 10 times higher (interim report). This problematic will be discussed on policy-level from an intregrative framework.

The implementation of the non discrimination act in Flemish primary schools 01/09/1995 - 29/02/1996

Abstract

In July 1993 the Flemish Minister of Education and all representative organisations of school boards signed a so called non discrimination act, that appealed to the local boards and schoolleaders to spread migrant pupils over the different schools. In this research project 'concentration schools' were examinated on their policy of desegragation. By the way of action research 8 migrant schools were observed and coached.

¶¶Òõ¶ÌÊÓÆµ of the implementation of the non-discrimination pact in primary schools. 01/10/1994 - 31/03/1995

Abstract

This pact can have far reaching results for the survival of so called schools with a high concentration of migrants. This is the reason why those responsible for the policy, agreed to actively support these schools in the construction and realisation of an action plan to make the school look attractive again for indigenous children. This study assignment has exactly the aim to get to know the needs of these schools and to develop a realistic offer.
