The Scientific Research Network ETOs in Practice draws on several research units in Flanders (Belgium), Germany and the United States

Major research topics of the research unit include transnational human rights obligations (including extraterritorial human rights obligations (ETOs), business and human rights, human rights and international financial institutions), the interaction of law and sustainable development with global justice, as well as children’s rights.

Gent University, Human Rights Centre, Faculty of Law and Criminology

The Human Rights Centre has particular expertise in the field of regional human rights protection systems, and in migration and human rights. In addition, it has a strong interest in transversal, holistic or cross-cutting topics of human rights law, that is to say topics that involve multiple human rights protection mechanisms as well as multiple thematic topics. The topic of the present application, extraterritorial obligations, fits very well within that research priority.

The research unit has expertise on the United Nations human rights system as well as the African and the European human rights systems (both the system of the Council of Europe as well as the system developed under the auspices of the European Union). It focuses its research on collective rights in general and indigenous peoples in particular, issues relating to the accommodation of diversity, trade and human rights, gross violation of human rights, human rights protection at sea and human rights approaches to the environment.

The Centre for Human Rights Erlangen-Nürnberg contributes to the thematic clusters on investment, finance, and trade, as well as on migration and peace and security (international criminal law enforcement). It has expertise on the United Nations and regional human rights systems as well as EU external relations. The research unit focuses particularly on business and human rights, international criminal law, migration, and refugees, as well as regional human rights systems.

There are three major research topics of this research unit. The first is the universality of human rights obligations. The second is the issue of state responsibility for violations of international law human rights standards, especially when states act outside their territorial borders. The third is human rights measures. The Political Science Department publishes the Political Terror Scale (www.PoliticalTerrorScale.org), which is the most widely used human rights data set in the world.
